HongKong,

C. S. 0. 24th March 1903.

The Acting Consul for France.

sir,

With reference to your letter of the 16th instant, which you complain of the action of certain members of the Police Force of this Colony, I am directed to inform you that His Excellency the Governor has carefully perused the statements and depositions made in my presence by all the persons concerned in this matter, and now desires me to convey to you an expression of His Excellency's regret that you should have been subjected to any indignity. It is evident to His Excellency that the police constables showed a want of

discretion in dealing with the disturbance in which their interference had been demanded by the shopkeeper, and in which unfortunately you were found to be one of the contending parties. His Excellency has therefore directed that the constables shall be suitably punished.

2. While it would have been more prudent for the constables, after quiet had been restored to have left all

His Excelleney parties concerned to their remedy by summons, feels sure that on reflection you will realise that it is difficult to ensure that under similar circumstances men in the position of ordinary police constables will always act with the unexceptionable correctness that is so desirable.

3. I am further directed by His Excelleney to express to you his deep regret that any inconvenience should have been

suffered by Madame Reau.

I have &c.

(So) JAmay

Coloniar Koritory.
